POOR RELIEF
Many townships spend more to run their offices than they spend on people in need.
In 2007, Scipio Township provided assistance to only one person, and this year set aside $1,000 for that purpose. Its $15,000 budget allots about $4,000 for salaries and rent, while much of the rest goes to fire protection.
Lake Township planned to spend $16,000 this year for poor relief. It allotted $26,300 for utilities, rent and salaries.
In comparison, Wayne Township - by far the largest in population and geography in the county - expected to spend $4.2 million from its poor relief budget. Much of that went to supplies and staffing. Only $1.9 million was set aside for assistance in the form of medication, food and shelter.
